That would explain why it came off during the race. Hamilton had an off track excursion over the weekend didn't he?

I cant remember him doing so, can only remember Bottas having a couple of moments.

Ham ran over the kerb at T1 on his first run of Q3 that lost him 5 tenths in sector 1.

Possible that the shock damaged the thin metal mounting arm.of that part of the floor and they needed to repair it.

EDIT:
The red arrow item wasn't new for Australia, it was run in the second preseason test but wasn't initially fitted to the car.

I don't think it does, to be honest. From these two views, it looks like the end of the neutral section is fairly vertical, not projecting out like the cape. It makes no sense to extend the bottom face of the neutral section - you want the air to flow around the edge because that's what creates the Y250 vortex. Extending a cape out from the lower edge doesn't seem to do much.

We need a better, closer, view of the area.
If you are more fortunate than others, build a larger table not a taller fence.
