They knew several years ago what they needed to build, it's either bad technical management or lack of money.
Frankly, yes you are being harsh. I think Mercedes did a great job rather than Ferrari did a bad one.
And this is just due to breath of Mercedes as a company which has really a huge R&D infrastructure. R&D department of Fiat/Ferrari (even Renault's) is weak compared to Mercedes.
This is one of the reasons why I am so happy we have this new engines and Honda is coming back. Honda is comparable to Mercedes!
