ted kravitz mentioned something on air during one of the sessions this weekend, and i assume a lot of other people just copied or paraphrased what he said.

I don't remember exactly what he said, but it was based on a conversation he had with Andy Cowell. I believe it was something along the lines of Bottas was using an engine that used some concepts similar to the 2020 spec, and that would be worth up to 2 tenths a lap.

My interpretation of this, would be that they ran a 2019 spec 3 engine with 2020 spec 1 software/mappings. Running an actual 2020 spec motor is unlikely in my opinion as it would most likely require different packaging and cooling, since Mercedes is rumored to be making a big change.
I agree with most of this, but I'd add that they likely did use a few new hardware components (testing items to be further refined for 2020) that were new for this "Spec 4." They ended up using 2 new ICE units over the weekend, as the first suffered a pneumatic leak. The second ICE unit completed FP3, qualifying, and the race.

In sum, we can call these final iterations '19 Spec 4 engines because of different hardware/software configurations compared to previous Spec 3s.

But I agree, to call it a 2020 PU would be a step too far. Especially as there is an architecture change coming for 2020.

Since the team knew well before the weekend that Bottas was going to start at the back, his car was most likely set up differently because he was going to spend a lot more of the race in dirty air. Bottas would most likely have altered his driving style to preserve his tires as well. Both reasons would mask any PU advantage he had.

That would only work at some place like Monza, where you have almost no slow speed sections. At other tracks more factors must be taken into consideration.

At some place like Yas Marina, You will need to run more front df because you want to gain on the cars in front or at least not loose a substantial amount of ground to them through sector 3. Depending on how much front wing is added you might need to add more rear df to balance out the car.

If you are going to be in dirty air a lot, you might also decide to open up the brake ducts to keep the brake temps under control. You might also open up the sidepod inlets and outlets for better cooling of the PU. How many times have we heard the merc pit wall on the radio about tire or brake temps this season?

The speed figures always seem a little bit odd to me for this reason. Get the right position relative to another car and you can be several km/h faster than anyone else.
If you are more fortunate than others, build a larger table not a taller fence.

Isn't it pointless to look at speed trap in race? Different tyre life, fuel (some carry more than others), engine modes and toe skews the picture.
